Registration does not live in this application

An instance is created by the control plane, not by the package (ADR-0012, ADR-0028): a registration form on a game instance would be a way to take it over. The control plane does not exist in the development environment yet — the two example instances run on ports 8090 and 8091 and were set up through their own installer.
